They can’t imagine to move out and get a new job if BSNL will unable to pay their salary. They are also not entitled to pensions, unlike Dot recruited employees who will get their pensions from DoT. They have not received the benefits of Third PRC whereas most of the PSUs have given the benefit of the Third PRC to their employees.In conclusion, it can be said that VRS is always a better option than to layoffs. Most simplistic view is revenue and expense gap. But is the issue is only this? Is hyper competition is reason?BSNL is making losses for last 10 years. So we can not say that this hyper competion of today is solely responsible.This company lost large number of opportunities at different point of time. Reason of this is lack of understanding of their capabilities and lack of vision.This company was created by merging two departments of government of India namely DTS and DTO. These two departments were created out of DOT for a brief period. So genesis of these two departments was operational excnot sales and marketing. While BSNL considered itself as sales organisation but resorted To same age old system. They did not create separate verticals for sales and marketing from Board level to peon and continued same system which was for operations purpose.This issue was understood by all private operators way back and they buid their own sales and marketing team while outsourcing operations. In case of BSNL they took solace in their early success while forgetting the sales and marketing is too critical and too serious aspect and can not be left on to people who are meant for operationsBSNL never thought that the kind of infrastructure they are owning can be created by private operators as well.
